Census data is high confidential and very critical in nature and must be available for continues operations 24 hours a day and 7 days a week.  The ICM2000 software is comprised of two sub-systems; one to support headquarters operations and the other for field operations.  All field operations use RAID technology and have no points for of failure.  All data recovery procedures are automatic and transparent to the end-user.  The applications being developed will also interface with other decennial systems.

HIV/AIDS IT Solution

The JWC Global Innovations approach relies on our automated web-based Biometric technology that provides immediate HIV/AIDS and Health monitoring and evaluation (M&E) of individuals and programs to determine which health related activities are efficient and effective and should be expanded further.  The JWC Global Innovations approach will emphasize speed (due to the nature of the epidemic), scaling up existing programs and capacity building, 'learning by doing' and continuous project rework, rather than exhaustive up-front technical analysis of individual projects.

The JWC Global Innovations Team recognizes your Agency goals to provide its Stakeholders and Managers with timely and accurate services and data, to strengthen central and local institutions, NGO’s and leaders through developing an automated approach to surveillance and tracking all health (HIV/AIDS, Malaria, etc.) related programs, and to ensure that their own programs move from manual processes to fully automated processes.

Our Biometric Technology tool is designed with the clear understanding of the Agency’s main goals; a management tool for implementation agencies in the public and private sector, in civil society and for country coordination mechanisms core part of the fiduciary architecture of financial management, disbursement and procurement; a source of information on performance for the public and for donors;

The key objectives of JWC Global Innovations during this process will be to assist the Agency with implementing our state of art, hand held, biometric and web-based centralized database tracking system that produces flowcharts for data analysis and clearly defined institutional roles and responsibilities with a coordination plan and budget.

The performance monitoring and evaluation plan is aimed at providing accurate and appropriate information that will allow program staff to monitor progress and develop mid-course corrections whenever needed.  The measurement methods should include:  a Knowledge, Practice and Coverage (KPC) survey for baseline survey data; Census-Based and Impact-Oriented (CBIO) methodology for a community census of households and health assessment of project area; Lot Quality Assurance Sampling (LQAS) survey for tracking changes in knowledge, practices and coverage; reviews of supervisor reports and health facility registers; health facility surveys; focus groups and exit interviews; Health Information System (HIS) for monthly and weekly monitoring of community and household data.

The software is organized with a modular design, so that agencies may choose to utilize only those modules that are applicable to their needs. Additional J application packages may be purchased and added at any time as required. The software is configurable for an unlimited number of users.

Electronic Tendering System
The system provides support for three types of bid request security: Sealed Bid - Neither buyer nor vendor can see bid responses before close.

  • Includes Features for:  RFP's, RFI's, ITB's, RFB's.

  • Includes Q/A and checklist functionality for Request For Proposals (Attributes).

  • Informal RFQ - The buyer can see vendor responses; vendors cannot see competitive quotes.

  • Reverse Auction - Buyer can view all bid responses real-time.  Vendors can see and react to current low bid in a live dynamic format.

Vendors provide their key information (company name, address, contact information, etc.) and select the commodity categories for which they wish to receive notifications of bid opportunities.  The system will allow a purchasing agent to generate a printable PDF (Adobe Acrobat) bid request document that can be used for traditional bid distribution. Registered Suppliers are notified of bid opportunities via email.  Suppliers receive email notification when individually invited, invited as a member of a buyer’s bidders list, and/or automatically invited based on their commodity classification in the master suppliers database.

The system includes support for an online listing of bid opportunities viewable by the general public. This listing does not require a login and can be used to allow unregistered vendors the ability to see bid opportunities prior to registration. The PDF request for bid document can also be made available on this listing. Individual vendors or bidders lists can be selected to receive notification. If the bid is available for public access, all vendors registered for requested commodities will be invited automatically.
